Handholding support for Preparation of City Sanitation Plans in 10 cities of Andhra Pradesh (01-03 July, 2015): CSE – GIZ joint training Programme

Ensuring citywide sanitation is challenging and needs involvement of various actors, agencies, city officials and experts in areas such as urban planning, sanitation, technical infrastructure and financing.

One of the main issues in enabling city wide sanitation is lack of awareness and good City Sanitation Plan (CSP) with details on capital investments, adjustments of by-laws, adequate administrative structures and local expertise.    

CSE and Deutsche Gesell schaft  fur InternationaleZusammenarbeit – GIZ GmbH two year partnership (2014-16) under GIZ Sustainable Habitat Programme – Support to National Urban Sanitation Policy (SNUSP) II  initiated rollout of handholding support to select states of India .  First, 3 day training cum sensitization workshop  on Preparation of City Sanitation Plan including Septage Management was held from 10-12 December 2014 at New Delhi. The workshop was attended by  key state / city officials from target states – Andhra Pradesh/ Telangana, Kerala and Maharashtra. 

This training is part of 4 handholding trainings planned to capacitate city officials  on “Preparation of City Sanitation Plan” in ten select cities of Andhra Pradesh organized at Engineering Staff College of India (ESCI), Hyderabad from 1-3 July, 2015. 

Ms. G Jaya Lakshmi, IAS (Secretary to Government, Department of Municipal administration and urban development, Government of Andhra Pradesh) and Dr Vani Mohan, IAS (Commissioner & Director of Municipal Administration department, Government of Andhra Pradesh) addressed the participants and  motivated them to prepare and  implementing CSPs in their respective cities by being proactive with process. 

This training was attended by 33 officials (municipal commissioners and senior city officials) from 10 cities of the state (Amalapuram, Anantapur, Nellore, Bhimavaram, Chilakaluripet, Eluru, Kadiri, Kakinada, Nandyal and Narasaraopet).  The training focused on –

(i) sensitizing participants with regards to CSPs, 

(ii) briefing them about the formation of the city sanitation task force (CSTF)

(iii) the prepapration of the status report.
