Training Program on Preparation of City Sanitation Plan City’s Journey Beyond ODF- Part I

September 20-22, 2016 (Patna, Bihar)

The first handholding training on the “Preparation of City Sanitation Plan (CSP)- Part I” took place at Hotel Chanakya, Patna, Bihar from 20-22 September, 2016. 

The training is part of a five stage handholding process for the preparation of CSPs for select Ganga basin cities. 

28 Participants from ten cities of Ganga basin states (Ramnagar, Gangaghat, Chunar, Bijnor, Buxar, Katihar, Bodhgaya, Muzzafarpur, Bansberia and Bongaon) attended the three day training. Participants included municipal commissioners, executive officers, city managers, sanitary inspectors and civil engineers. The training was inaugurated by Mr. Chaitanya Prasad, IAS (Principal Secretary, Urban Development- Bihar) who highlighted the need for septage management and pushed for more effort towards implementing CSPs. Dr Suresh Rohilla (Programme Director, CSE) presented the urban water-waste challenges and the importance of convergence of AMRUT, SBM, Namami Gange and the Smart Cities programme in CSPs. 

The main aim of this training was to sensitise city officials with regards to relevance and importance of CSPs and ensuring that cities take the first steps to establish a CSP. For this first stage, this includes cities forming the City Sanitation Task Force (CSTF) / Swachh Bharat City Level Task Force (SBCLTF) and collecting baseline data on various sanitation sectors of a city and compiling a status report to bring to the second handholding training.

  • Pass council resolution for task force
  • Hold first task force meeting
30th October, 2016 – update to be sent to Ministry with copy to CSE ToR ( Hindi )    ToR (English)
  • Collection of Data and compilation of Status report
10th November, 2016  - to be sent to CSE for review
  • SFD report to be prepared with support from CSE
October, 2016

Second handholding training tentatively scheduled mid November (2016). Venue and Dates to be confirmed.

During the training, participants were also introduced to SFDs- a tool to map excreta in their cities, which will be integrated in their respective CSPs. City officials discussed the gaps and challenges (legislative/institutional/financial) that stand in the way of effectively implementing CSPs, however were also open to solutions. The training ended with the participants committing to the five stage handholding process and a zest to improve the sanitation of urban cities in India.
