We are delighted to inform you that the training and capacity building programmes for State Pollution Control Boards (SPCBs) and Pollution Control Committees (PCCs) done by Centre for Science and Environment (CSE) in collaboration with Ministry of Environment and Forests (MoEF) and Central Pollution Control Board (CPCB) have successfully completed two and a half years.
So far, we have conducted ten short-term training programmes (of one week each) for senior/mid-level officers and five long-term training programmes (of one month each) for junior officers. In totality, we have trained over 260 junior, mid level and senior officers from different SPCB/PCC and CPCB.
Over the years we have tried to make the training programmes more relevant and contemporary by involving the best national and international experts. Last year we also introduced an international training under which we took participants to Sweden. This international training will happen this year as well. Till now, we have received good feedback from the participants and we will continue to improve and innovate to design and deliver the best possible capacity building programme for environmental regulators.
As per the agreement between CSE, CPCB and MoEF, we are organising four one week Advanced Training Programmes and two one month National Minimum Training Programmes during 2013-14 as well. In addition this year we are organising a South Asia regulators training programme in which pollution control officers from South Asian countries will participate and interact with each other.
The course is free. CSE will take care of the participants' accommodation, food etc. However, the SPCBs/PCCs will have to pay for travel, TA/DA etc.
The short-term advance training programme is open for officials with about 5-10 years of working experience. The one month training programme is for newly recruited officials or officials with 1-5 years of experience.

One week-Advanced Training programme
Capacity Building on E-Waste and E-Waste Management & Handling Rules
The one week specialised programme will discuss the relevant policies and regulations, effective strategies and best practices in collection, dismantling and recycling of end of life of E-waste. The programme will consists of lectures, class exercises, group work, Q&A sessions and field visits. This will enable the participants to learn new ideas and put it to practical use in their role as regulators.

One week-Advanced Training programme
Waste management: Policies, Issues, Challenges and Way forward
The programme will discuss national and international laws applicable for waste management. It will provide in-depth knowledge on suitable methods for recycle, reuse and coprocessing of wastes and scientific disposal of wastes. The training programme will have lectures and field trips to enable participants to learn the best practices in inspection, monitoring and compliance assurance of waste handling facilities during design, construction and operational phase.

One month-National Minimum Training Programme
Compliance, Monitoring and Enforcement
This programme endeavours to provide the participants in-depth knowledge, keen understanding, problem-solving skills and practical experience on the issues relating to environmental pollution in India. This training programme is similar to an induction training programme. The training programme will consist of lectures, class exercises, group discussions, field visits, on-site compliance monitoring and inspection exercises, lab training etc.
The programme will also include lectures and discussions for one week on compliance, monitoring and enforcement from Environmental Officers of Swedish Environmental Protection Agency.

Two week-Advanced Training programme in collaboration with Swedish Environmental Protection Agency (EPA)
Best practices in Environmental Governance
(CPCB and SPCBs/PCCs are requested not to nominate representatives for this programme. CSE will choose twenty best candidates from previous training programmes)
The programme is conducted in collaboration with Swedish EPA. The two week training programme will have a two day Workshop in the beginning to acquaint the participants with the issues and challenges, reforms required and best practices from around the world in environmental governance. In the second and thrid week of the programme participants will visit Sweden and learn their state-of-the-art environmental management and regulatory practices.

One week-Advanced Training programme
Wastewater Treatment and the role of decentralised wastewater management
The programme will discuss different wastewater treatment technologies and design and operation of CETPs and STPs. It will also introduce the participants to the role of decentralised wastewater management. The training programmes will have lectures and field trips to enable participants to learn the best practices in inspection, monitoring and compliance assurance of CETPs and STPs.

South Asia programme for environmental regulators
South Asia’s environment challenges are manifold and common to all the countries of the region. CSE wishes to create a platform where pollution control officers from the different countries of South Asia will come together and discuss to find solutions. The programme will focus on practices adopted in different South Asian countries in compliance, monitoring and enforcement and exposing them to the international best practices.

One week-Advanced Training programme
Pollution Monitoring Techniques and Instrumentation (only for Lab Scientists)
The programme will discuss the monitoring techniques for water quality, air quality, trace metal and organic analysis and radiation measurement. The participants will be exposed to hands-on experience on the equipments for analysis of water and air pollution parameters, including heavy metal and organic pollutant analysis and radiation measurement from cell towers. The programme will also have lectures and demonstration on latest technologies for pollution monitoring.
