Training Programme for Environmental Regulators 2010-2011

The Centre for Science and Environment (CSE) in collaboration with Ministry of Environment and Forests (MoEF), is organising training programme for the capacity building of State Pollution Control Board (SPCB) and State Pollution Control Committee (SPCC) officials. With Central Pollution Control Board (CPCB) as the coordinating organisation, the training is a four year project and every year we will be organising 2-one month National Minimum Training Programmes and 4-one week advanced training programmes.

For the year 2010-2011, the following programmes have been scheduled:

December 14-18, 2010
One week-Advanced Training programme

Action plan for critically polluted areas (CPAs)

The programme will focus on status of environmental pollution in the critically polluted areas of the country identified after the CEPI (Comprehensive Environmental Pollution Index). The discussions will cover central issues concerning remediation of the CPAs through standard setting and implementation, monitoring challenges etc. This training programme, through class exercises and field visits, aims to build capacity to develop and implement area specific action plans for CPAs.

January 10-14, 2011

One week-Advanced Training programme

Compliance and Monitoring of Centralised wastewater treatment plants and the role of decentralised wastewater management

The programmes will discuss the status of centralised wastewater treatment plants in the country and best practices in design and operation of CETPs and STPs. It will also introduce to the participants the role of decentralized waste management. The training programmes will have lecture and field trip to enable participants to learn the best practices in inspection, monitoring and complaince of centralised wastewater treatment plants.

One month-National Minimum Training Programme

Compliance, Monitoring and Enforcement

This programme endeavours to provide the participants in-depth knowledge, keen understanding, problem-solving skills and practical experience on the issues relating to environmental pollution in India. This training programme is similar to an induction training programme. The training programme will consist of lectures, class exercises, group discussions, field visits, on-site compliance monitoring and inspection exercises, lab training etc.

This training will be provided to both new recruits of the PCBs and members having at least 10 years work experience. With the increasing concern and awareness of the people and government agencies, this training programme will equip the environmental regulators to be able to better understand and manage the increasing responsibility and expectation.
