CSE is orgainisng a training programme exclusively for the CPWD officers from different technical backgrounds. The three day programme aims to deepen the understanding of existing policies, their potential and constraints in promoting efficient use of resources and minimizing waste in buildings. The programme explores the scope of harmonising the policy-driven and market-driven approaches to accelerate the adoption of resource-efficient practices in buildings.
The programme shall bring regulators, professionals, academics, activists and researchers together to give an end-end vision of environmental standards of buildings and suggest ways for engaging CPWD in transforming the building sector.
There have been significant changes in the construction industry in the past ten years; most of them have adverse consequences for the economy and environment. Recognising the environmental impact of buildings, large buildings (over 20000 sq.m. built up area) have been included for environmental clearance by the MoEF. The first ever energy code for buildings has been notified for all buildings (over 100 kW connected load). The implementation of these national policies have not been successful in changing the course of unsustainable construction. The National Mission on Sustainable Habitat, a part of the National Action Plan on Climate Change is seeking to bring effective regulation and implementation of existing as well as new habitat regulations for making the construction sustainable and equitable.
Government agencies involved in policy making, research, code formulation and execution, all play a key role in the success of the mission. Particularly CPWD, as a pan- India construction organisation that sets the minimum standards of quality, safety and durability can transform the public buildings into model sustainable buildings for demonstrating the effectiveness of sustainable design and construction.
