CSE’s strategy in Zanzibar was to first set up a decentralized pilot to understand the ground reality of waste management on the island. CSE also identified a strong partner in Zanzibar Environment Management Authority (ZEMA) and Zanzibar Urban Municipal Council (ZUMC) to voice the ground reality, local advocacy and succeeded in making inroads into the Ministry, Local Government and authorities involved, providing them with inputs through research reports, and meetings. Our inputs played a critical role in drafting the new SWM regulations - the first of its kind in East Africa and are based on the ‘Polluter Pays Principle’ to ensure sustainable SWM.
