National Clean Air Programme: An Agenda for Reform

Centre for Science and Environment is organizing a roundtable discussion on the “National Clean Air Programme: An Agenda for Reform” at India Habitat Centre (Magnolia Hall) in New Delhi on July 19, 2024. This discussion will bring together the key stakeholders and subject matter experts from various civil society organizations, academic institutions, and educational and research groups.

This conversation with the clean air community is designed to brainstorm on the learning from the implementation of this programme and the current issues with performance linked funding, the gaps and challenges in implementation and further reforms needed to make this programme more effective. 

As we know, NCAP was launched by the Ministry of Environment, Forest and Climate Change in January 2019 and has been implemented across 131 non-attainment cities to help reduce particulate pollution by 40 per cent by 2025–26 with respect to the base year of 2019–20. However, discussions are also underway on the newer dimensions to be added to this programme.

The objective of this discussion is therefore to understand the experience so far, the lessons from this phase of implementation, its effectiveness in meeting the objective of clean air, and scope of its scalability and replicability.
