Dear Friend,
A proper sanitation system results in positive impact on human health. In 2019, India achieved - Open Defecation Free (ODF) status and walked a step up in the sanitation ladder but building toilets doesn’t mean total sanitation as most towns/cities in India neither have sewerage system and/or sewage treatment plants nor have adequate measures in place to manage septage from the on-site sanitation systems. Increased coverage of toilets also requires regular water supply for cleaning and flushing purposes.
On 19th November - the World Toilet Day 2020, it is important to note that till date focus on building toilets in India was important and necessary but current pollution control focus is on building sewage treatment and considerable households are still building septic tanks. Unsafe disposal of human waste still continues to be one of the major causes of contamination and pollution in sources of water supply (ponds, lakes, rivers including groundwater).
Learning from past mistakes – it is time to realize the urgent need for mainstreaming septage management for citywide sanitation. This involves official recognition of all the private players in this business. The unauthorized desludgers involved in emptying on-site sanitation systems should be given license to continue operating as partners in sanitation services provision as well as enabling framework for enforcement of law.
Cities also need to understand the value of every drop of water – and not just flush and forget. We need innovation in policy and practice to mainstream decentralized wastewater treatment including local reuse or develop hybrid systems combining both centralized and decentralized to achieve sanitation for all – for a positive impact on public health, human dignity and public safety.
