E-waste regulation’s impact on solar: Error or a conscious decision?
A Task Force was constituted by the Ministry of Environment, Forest and Climate Change (MoEFCC), and Ministry of New and Renewable Energy (MNRE) to draft a policy framework for adopting a circular economy in solar energy. Various experts, leading industry associations and technical institutions were part of the task force. In fact, the MNRE organised several virtual consultations based on reactions received and finally, the MoEFCC included Solar PV modules (panels) and cells in its revised draft E-waste rules vide Gazette on May 19, 2022.

In this draft, there is a complete section, therein, on solar PV. We now have an extended producer obligation on all solar module manufacturers. They need to team up with recyclers or recycle the end-of-life e-waste by themselves. The whole recycling regime is governed by traceable certificates – which monitors compliance with recycling obligations of solar PV manufacturers. While this is a very welcome move, domestic solar manufacturers will now need to price this into the module sale price and collect this upfront from Developers/buyers – at the time of sale. Expect module prices to go up to the extent of this cost of recycling and the cost of compliance with these obligations.

Minister launches biogas, bio-urja portal

A seminar on the “National Bioenergy Programme” was organized by the Ministry of New and Renewable Energy (MNRE) in collaboration with the United Nations Industrial Development Organization (UNIDO) and the Global Environment Facility (GEF) on November 18, 2022, at the capital. The event witnessed the launch of a biogas and bio-urja portal by R.K. Singh, Union Minister of Power and Renewable Energy, and aims at a hassle-free and transparent application system to potential bioenergy investors across the country.

3.6 GW of open access RE capacity likely to be added in FY2023
In the past decade, the rise of renewable energy has also helped its open access market grow significantly. From around 300MW in 2009, the size of the RE open access market grew to ~10GW as of FY2022. Efforts by C&I consumers to lower electricity costs and meet sustainability goals, such as net-zero, are driving their uptake of RE. This is why India’s RE open access market has continued to grow, despite all hurdles and a lull in development in 2019 and 2020.
 
Energy Modelling-The Case of Tamil Nadu
WRI India recently released a working paper 'Integration of an Energy Modelling tool in a state’s Power Sector Planning process— a Tamil Nadu case study' in the presence of Vikram Kapur, Supriya Sahu, IAS, Additional Chief Secretary, Dept. of Environment, Climate Change and Forests, Government of Tamil Nadu, along with the authors Sandhya Sundararagavan, Vaisakh Suresh Kumar, Sripathi Anirudh R and Bharath Jairaj.
 
Need for Just Energy Transition Partnerships
This report argues that Just Energy Transition Partnerships (in South Africa, Indonesia, India, Vietnam and Senegal) should support leapfrogging from fossil to renewable energy. Just Energy Transition Partnerships (JETPs), it adds, are a new funding model created to help South Africa, Indonesia, India, Vietnam, and Senegal transition away from fossil energy and move towards clean energy, in a way that also addresses social issues associated with such an energy transition.
 
Amendment to guidelines for tariff based competitive bidding
The Ministry of Power on November 15, 2022, notified amendments to the guidelines for tariff based competitive bidding for procurement of power from grid connected RE power projects. Through this amendment, the power purchase agreement (PPA) period influences the tariff by determining the period over which the investment is returned to the investor/RE Power Developer. Normally, the PPA period should be 25 years from the Scheduled Commissioning Date.

Hubbali airport is now solar powered
On November 20th, the airport in Hubballi gained the distinction of being a 100% green airport, following the commissioning of a 8MWp grid connected solar power plant. Reacting, Union Coal and Mines Minister Pralhad Joshi said, "We are proud that Hubballi airport is the first green airport in the state of Karnataka. The energy generated by this plant will be fed to the grid at Hubballi."
 
 
SECI invites online bids for selection of solar PV Module Manufacturers under PLI II
The Solar Energy Corporation of India has invited online bids for ‘Selection of Solar PV Module Manufacturers (SMM) for Setting up Manufacturing Capacities for High Efficiency Solar PV Modules in India’ under the Production Linked Incentive (PLI) Scheme (Tranche-II).
 
Uttarakhand releases solar policy draft for 2022
The state of Uttarakhand released its solar policy draft for this year and has mentioned the likelihood of a dedicated solar policy cell being created under the Uttarakhand Renewable Energy Development Agency (UREDA). Moreover, this policy has been released in the public domain and the suggestions can be sent within a month (from November 18, 2022).
 
Solar powers railways stations, offices of Western Railway
Western Railway has installed solar plants of 6635 KWp capacity at 97 railway stations and solar plants of 3920.48 kW capacity have been installed at over 46 railway office buildings. In the year 2021–22, 75,5,3178 units (KWh)of green energy were generated by these solar plants, resulting in savings of more than Rs 3 crore on the energy bill, on account of difference in per unit cost of energy supplied by electricity boards vis-à-vis cost of energy generated by solar plants.
 
Online marketplace digitizes buying, selling of biofuels
Buyofuel, an online marketplace for all types of quality assured biofuels and wastes with a digitized interface, has emerged with the largest seller and buyer base in the alternate fuel category. It is helping non-renewable fuel consumers to switch to low or zero emission fuel options and helping them to cut their carbon emissions by moving to biofuels. Buyofuel currently has over 1,600 verified registered users, with a supply of biodiesel, solid biofuels and organic waste on a per-day basis.
