We express solidarity with Libya as they grapple with the impacts of extreme weather disasters, which are very likely linked to a rapidly changing climate. The devastating floods in Libya killed more than 5000 people bringing focus back on the Loss and Damage Fund established at COP27 in Egypt last year. Developing countries hope that this Fund, once active, will disburse money rapidly to communities affected by such disasters, to help them recover and rebuild. A Transitional Committee was put together to operationalize the Fund, but the process has been uphill so far. Had the Committee been successful in its mandate, a quick disbursal could have aided Libya’s relief and recovery efforts, writes DTE’s Akshit Sangomla.
Existing proposals from developed countries like the US and France, however, seek to limit the Fund to certain groups of developing countries - excluding countries like Libya and even Pakistan, which lost 1700 people to floods in 2022. Pushback from developing nations on who gets access to the Fund, its location and composition of the Board has kept debate between countries alive, with hope of some resolution at the fourth Transitional Committee meeting approaching in October. Will the groups be able to find common ground in time to provide recommendations on the Fund at COP28 in December? Only time will tell.
Meanwhile, developed nations lead the list of “planet wreckers” - with the US, Canada, Australia, Norway and the UK - set to contribute more than half of emissions in 2050. The construction industry presents a way to tackle emissions in developing countries, with the UN predicting a 50-70% decrease in India’s emissions using recycled materials.
