Dear readers,

Welcome to the Climate Weekly newsletter by the Centre for Science and Environment’s Climate Change programme and Down to Earth.

CSE’s Climate Change Programme and reporters from DTE are at COP 28 in Dubai, bringing you updates live as they happen.

Going into this conference, we sifted through the multiple narratives to try to find some clarity, which can be hard to find in the chaotic times we live in. A prominent oil and gas producer country (UAE) is hosting the world’s biggest annual climate conference at a time when the world is expected to cross 2 degrees Celsius of warming despite climate pledges. The irony is not lost on anyone. And while the fossil fuel industry – largely responsible for global warming - may be losing relevance in a decarbonizing world, in the short and medium term it is not going anywhere.  Around 55% of the global primary energy consumption came from oil and gas in 2022, and 27% from coal. So rather than pretend that they don’t exist, we could treat COP28 as an opportunity to scrutinize the wealthy polluters and their climate plans up close and ask the toughest questions. Read our expectations from COP 28 for more context.

Several crucial policy items will be discussed at COP 28 and our factsheets will explain the highlights to you. This month, CSE-DTE also launched the 2023 edition of its one-of-a-kind Extreme Weather Database, by Rajit Sengupta and Kiran Pandey. And just prior to COP 28, Dubai also hosted a technical workshop on climate finance, that our colleague Sehr Raheja and simplified and summarized here for you.
