As of June 2023, India's installed wind capacity stands at 43.7 GW, with 1.8 GW added in the first half of the year compared to 6.8 GW of solar capacity. While 2023 has shown improvement compared to 2022, it is not at the expected level. Although solar seems to be gaining traction, a true energy transition requires both wind and solar to play a crucial role.
To expedite the growth of the wind sector, the Ministry of New and Renewable Energy (MNRE) has set a target to bid 10 GW of wind capacity annually to reach 100 GW by 2030, along with policies for repowering old wind turbines and ending reverse bidding for wind projects. However, meeting the 10 GW annual target remains a question.
To further accelerate the wind sector, the Ministry of Power introduced updated competitive bidding guidelines for wind power projects on 26th July. These guidelines apply to all wind projects connected to the grid, with capacity greater than 10 MW for intra-state and greater than 50 MW for inter-state transmission systems.
Key points of the guidelines include offering the option of reverse bidding to procurers, capping the maximum bidding capacity by a single bidder at 50% of the project capacity, a 20-year power purchase agreement (PPA) period extendable as needed, penalties for failing to meet the minimum capacity utilization factor (CUF), allowing excess generation to be sold to third parties, and more.
The success of India's energy transition will largely depend on the effective implementation of policies and targets in the wind sector and the collaboration of all stakeholders involved.
