Kerala's action plan to combat climate change |

Kerala faced the wrath of natural disasters like cyclone Ockhi in 2017, floods in 2018 and 2019, the Nipah virus in 2021 and so on. The state has started experiencing temperature rise, irregular monsoon and water scarcity for the past few years. This prompted the state government to revise its action plan on climate change. Just like other parts of the globe, climate change and its effects are visible in the southern state of Kerala. The vulnerability has been exposed in recent times and the state government is having a tough time containing the damage. A drain on the ex-chequer and rehabilitation has also hastened government intervention on the issue. The Ministry of Environment, Forest & Climate Change (MoEFCC) issued a common framework for revision of the State Action Plan on Climate Change (SAPCC) in 2019, outlining the broad principles of revising the SAPCC. During the first week of December 2022, in line with this guideline, the state of Kerala published SAPCC 2.0, the original version of which was approved in 2014. Various sectors are adequately addressed in the SAPCC 2.0.

Industry welcomes nod for Hydrogen Mission |

In 2022, Prime Minister Narendra Modi announced a Green Hydrogen Policy for the country. This transcended into reality when the Union Cabinet, chaired by the PM, approved the National Green Hydrogen Mission on January 4th, 2023.
A day after the mission was given the nod, Union Minister of Power and NRE, R.K Singh, said the mission will drive the development of the green hydrogen ecosystem in the country through an array of measures towards demand creation, strengthening the supply side while working on regulatory framework, technology and innovation to enhance affordability of green hydrogen. |

Delhi embarks on an ambitious plan to promote rooftop |
The Delhi government recently approved the draft Solar Policy 2022. Earlier, in its policy announced in the year 2016, it had planned to install solar (cumulative capacity) of 2,000MW by the year 2022. However, only 20% of the target had been achieved in the stipulated period. Announcing plans to increase the solar capacity, Manish Sisodia, deputy chief minister of Delhi, said that 6,000 MW would increase the share of solar in the annual electricity demand of Delhi from 9% to 25% by 2025. |

Tamil Nadu notifies ECBC |
The state of Tamil Nadu finally notified the Energy Conservation Building Code (ECBC) for commercial buildings and is the last among the southern states to do so. As per the notification, Tamil Nadu Energy Conservation Building Code (TNECBC) Rules, 2022, will be applicable to new commercial buildings with a connected load of 100 KW or more or a contracted demand of 120-kilovolt Amperes (KVA) or more or a built-up area of more than 2,000 square metres. |

Govt issues notification for Energy Amendment Act |
With the notification of Energy Conservation (Amendment) Act 2022 on 20.12.2022, the Bureau of Energy Efficiency (BEE) is working on finalising modalities for the Indian carbon Market---this is likely to be operationalised in July 2023. The amendment is aimed at providing India a timely and futuristic initiative for achieving the targets under its Nationally Determined Contributions (NDCs), as per the Paris Agreement to address climate change. |

NTPC Green Energy, HPCL sign MoU for RE |
NTPC Green Energy Ltd (NGEL) signed a Memorandum of Understanding (MoU) with Hindustan Petroleum Corporation Ltd (HPCL) on January 3rd, 2023 in New Delhi, for the development of renewable energy based power Projects to tap business opportunities in RE and the supply of 400 MW round the clock renewable power for requirements of HPCL. |

Govt to issue Sovereign Green Bonds |
As part of its overall market borrowings, the government will issue Sovereign Green Bonds (SGrBs) for mobilising resources for green infrastructure. The proceeds will be deployed in public sector projects which help in reducing the economy’s carbon intensity. |
