Rooftop solar and the case of Bengaluru-II |

As per news reports dated December 10th, 2022, it was reported that Bangalore Electricity Supply Company Limited (BESCOM) had begun implementing the grid-connected Rooftop Solar Scheme (Phase- II) and had received 1,500 applications seeking installation of such solar panels. It was also mentioned that the Ministry of New and Renewable Energy (MNRE) had allocated 10 mega-watt capacity to BESCOM.
“Under this scheme, MNRE is providing a 40% subsidy for the first 3 kW and a 20% subsidy beyond 3 kW and up to 10 kW. The scheme is being implemented in the States by local Electricity Distribution Companies (DISCOMs). The solar panels and other equipment are to be installed by the empanelled vendors as per the standard and specifications issued by the MNRE. The empanelled vendors should do a 5-year maintenance of the rooftop solar plant”, an official release from the MNRE had said.

It witnessed participation from entrepreneurs, policy-makers, funding agencies and think tanks in the sector. At the plenary session, the impact of biofuels on economic growth and the opportunities emerging for entrepreneurship and enhancing farmers’ income were deliberated. |

India added ~11 GW of utility scale solar capacity in 2022 |
From January 2022 till December 2022, approximately 13,956 MW solar capacity and 1,847 MW of wind capacity was added in India. This is about 17.5% and 26.6%, respectively, higher compared to 2021.
In terms of cumulative installations, according to data released by the Ministry of New and Renewable Energy (MNRE) till December 2022, India’s RE installation capacity reached 120.85 GW. Solar energy contributes approximately a 52% share in the total RE segment, making it the major contributor followed by wind energy (35%), Bio Power (9%) and Small Hydro (4%). The share of solar has increased by 5 percentage points in the last one year. |

IREDA signs MoU with MNRE, sets target for 2022-23 |
Indian Renewable Energy Development Agency Ltd. (IREDA) signed a Memorandum of Understanding (MoU) with Ministry of New and Renewable Energy (MNRE), setting the annual performance target for the year 2022-23. The MOU was signed by Bhupinder Singh Bhalla, Secretary, MNRE and Pradip Kumar Das, Chairman & Managing Director (CMD), IREDA, in the presence of senior officials from MNRE & IREDA, on January 20th. The government has set a target Rs 3,361 crores for revenue from operation, up by approximately 18% from the previous year. |

NTPC REL signs MoU with Tripura govt for RE development |
NTPC Renewable Energy Ltd (NTPC REL) signed a Memorandum of Understanding (MoU) with the government of Tripura in New Delhi on January 16th, 2023. The agreemnt aims to develop floating and ground mounted based RE projects in the state of Tripura. The MoU was signed by Rajiv Gupta, Chief General Manager, NTPC REL and Mahananda Debbarma, Director General and CEO, Tripura Renewable Energy Development Agency. This MoU embarks on the journey towards development of large sized RE projects in the State of Tripura and shall help the government of Tripura meet its clean energy commitments. |

Draft (Electricity) Amendment Rules 2023

The Ministry of Power (MoP) has issued the draft Electricity (Amendment) Rules, 2023. In the Electricity Rules 2005, a rule has been proposed to be inserted, where any person or entity – including a government company was functioning as a licensee under the previous Act; and continues to function as a licensee under the provision of section 14 of the Act; and where the duration of the license was not prescribed under the previous Act; in such cases the period of the license shall be 25 years from the date of the coming into force of this Act. |

Odisha’s nod for green hydrogen, RE projects |
The High-Level Clearance Authority (HLCA) committee of the Odisha government on January 19th, 2023, approved the proposal of ACME Clean Energy, which entails an investment of Rs 58,209.13 crore. It proposes to set up a green hydrogen plant as well a green ammonia plant with a capacity of 1.1 million tonne, at Kujanga, Jagatsinghpur and a captive renewable energy unit of 4500 MW solar power Plant at Koraput and Kalahandi district. |

Uttarakhand Solar Policy |
Released by the Uttarakhand government in November last year, it is to be launched for financial year 2023 - 2028. As per the policy, the total solar target to be achieved is 2,000 MW. This includes utility scale - 600 MW, distributed scale – 1,400 MW, residential - 250 MW, commercial & industrial - 750 MW, institutional - 350 MW and agriculture - 50 MW. |
