Orientation Workshop: Challenge of mitigating toxic emissions from vehicles: Special focus on on-road emissions

CSE is conducting a virtual Orientation Workshop on Challenge of mitigating toxic emissions from vehicles: Special focus on on-road emissions on June 26, 2020 (4 pm to 6 pm). This programme represents our initiative to promote good regulatory practices on reducing emissions from on-road and new vehicles through a robust vehicle inspection and maintenance programme.

Why this programme: Air pollution kills 1.2 million people annually in India. People in high density urban centres are facing enormous toxic exposures. Several pollution sources at the local and regional level are responsible for deteriorating air quality. Under the National Clean Air Programme cities that do not comply with the national ambient air quality standards have started to implement clean air action plans to reduce particulate pollution by at least 20-30 per cent by 2024. While all souces require strong action, vehicles require special attention. This orientation programme is designed to deepen the understanding of the complexity of vehicular pollution within the larger context of air pollution and public health mitigation.  

Cities are in grip of explosive motorisation. Vehicles are among the top contributors to ambient air pollution in cities and are responsible for very high toxic exposures. India is at the cross roads today. While the older and ageing vehicles are contributing disproportionately higher to the pollution load from vehicles and need a strategy, the much cleaner new vehicles meeting Bharat Stage IV (BS-IV) emissions standards also need special attention to ensure that their real world emissions are not compromised. As you all know India has leapfrogged directly from BS IV to BS VI emissions standards by skipping the Bharat Stage VI (BS V) stage. BS-VI vehicles wih more advanced emissions control systems are at least 80-90 per cent cleaner than the current fleet of BS IV vehicles. Cities will have to address twin challenges; firstly, improve the inspection of on-road fleet so that they do not negate the benefits of BS-VI advancement. Secondly, upgrade the on-road emissions surveillance systems to sustain the emissions gains from the new fleet and ensure these vehicles remain low emitting during their productive life on road and their real-world emissions do not deteriorate. Several exciting changes are underway in cities and it is important to understand and build capacity.

This interactive programme will cover an overview presentation and technical presentations on a range of issues including:

• Urban air pollution and public health impact
• Why vehicles are a special challenge
• Vehicle technology and fuel quality roadmap
• Challenges of on-road and new vehicles
• Understanding BS-VI regulations, technologies and on-road emissions management 

Who can apply: This programme will be useful and open for participation from officials of transport departments, bus transport corporations, academicians, professionals working on automotive issues, researchers, engineering students, environmental science etc
