Programme Manager for Urban Lab

Centre for Science and Environment (CSE) is a public interest research and advocacy organisation based in New Delhi. CSE researches into, lobbies for, and communicates the urgency of development that is both sustainable and equitable.

About the programme 

The Centre for Science and Environment (CSE) is looking for a Programme Manager to lead its Urban Lab. With the digitalization cities and governments have started to generateenormous volume of data on a daily basis. This big-data dump is currently not being used to its potential to inform and improve the policies and their implementation. Given the need for advance technical and scientific expertise need to skim through this big-data and derive new knowledge to further our advocacy agenda, CSE’s Urban Lab has been set up to undertake this challenge. Objective of the Urban Lab is to inform and improve CSE research on issues related to the urban environment through deep-dive investigation and leveraging big data. The Lab brings together data science and domain knowledge to build new knowledge to support a cleaner and sustainable planet. The current focus areas of the Lab are air quality monitoring, urban heat stress, and seasonal heat waves. The Lab has two flagship products the Air Quality Tracker and Urban Heat Stress Tracker. It is young programme within CSE with potential for growth and expansive scope for research work. 

Job Profile

The Urban Lab needs a manager to lead its deep-dive data centric research work.The ideal candidate should have data analytic background with knowledge of the urban and environmental policy landscape. The willingness to overtake and growthe current tracker initiatives and develop new data analytics products to support policy agenda of CSE is critical for the job. The lab also plans to expand its work to include economic assessment of pressing urban and environmental issues. The candidate must be willing to support and nurture this expansive vision for the lab.  

Roles and Responsibilities  

  • Lead the Urban Lab team and develop new research products.
  • Conduct research on urban issues like air pollution monitoring, energy consumption, heat stress management etc. Analysis of economic, energy and pollution impact of government policies and programs and develop strategy for cleaner and healthier future.
  • Data mining, wrangling, analysis and visualization. Maintain, update and expand the Urban Lab’s big data bank and analytical codes. 
  • Write high quality research reports and develop digital tools to support the reports.
  • Communication and dissemination of technical and policy-related issues with stakeholders and the public in general. 

Location: The position is based in New Delhi.  

Essential skills

  • Policy analysis and qualitative research.
  • Experience in data science, analytics and modelling. Coding skill in Python will be useful as most of the current projects are Python based.
  • An interest in sustainability in general and innovation opportunities related to applications and use of data for research and decision-making.
  • Good problem solving and decision making skills are essential.
  • Good writing skills, with the ability to convey issues analytically with clarity.
  • Software proficiency – ArchGIS and other advanced software.
  • Language proficiency - English and Hindi or other regional languages.

Qualification and Experience: 

  • Bachelor or Master in Data Science / Civic Tech / Policy and Development Studies / Economics. Additional background inUrban Planning / Engineering / Environment Sciences would be preferred.
  • Candidates having minimum 8 - 10 years in institutions such as research organizations, civic tech startups, research and development, testing and certification non-profit or academia. Candidates with lesser experience will be considered for junior positions. 

CSE pays a competitive salary that will be commensurate with qualification and experience.
