Roundtable on "Continuous Emission Monitoring System (CEMS) in India- challenges and way ahead"

CEMS is a proven technology for reliable monitoring and reporting of pollution data. The central pollution control board (CPCB) has taken an important step to adopt CEMS in India. It has directed plants in 17 categories of highly polluting industries to install CEMS for real time monitoring and compliance.

Since CEMS is a new technology, Indian industry has little experience in it. Implementation is therefore facing impediments such as absence of infrastructure, detailed guidelines, device certification and lab empanelment. Over the last several months, Centre for Science and Environment (CSE), New Delhi, met with and carried field visits of plants, device providers, technology experts, CPCB and state pollution control boards (SPCBs) to get a comprehensive understanding of the issues faced by the CEMS programme.

CSE is now organizing a half-day roundtable for CPCB, SPCBs and other key stakeholders to discuss the challenges facing the CEMS implementation and suggestions to address these issues, based on our study. We hope a constructive dialogue will result in specific recommendations that should assist in the establishment of a robust CEMS programme.
