The second handholding training on the “Preparation of City Sanitation Plan (CSP)- Part II” took place at Kerala Institute for Local Administration (KILA), Thrissur, Kerala, from 29-31 July, 2015. The training is a part of a three stage handholding process for the preparation of CSPs for Kerala, followed by a review workshop. The first training on ‘Preparation of City Sanitation Plan - Part 1' was held from 09-11 March, 2015 at KILA (Click here for details).
The training programme was attended by 24 officials from 14 cities of Kerala. During the inaugural address, Dr. Vasuki K, IAS - Executive Director, Suchitwa Mission (Govt. of Kerala), highlighted the importance of these handholding training programmes to achieve the sanitation goals of the state. She insisted that it is the responsibility of all city representatives to learn and understand this process and implement them in their respective cities. With a special focus on solid waste disposal which is one of the sectors addressed in city sanitation planning, Dr. Vasuki highlighted the importance of segregation of waste at household level. Dr. Suresh Kumar Rohilla, Programme Director, Water Programme, Centre for Science and Environment (CSE, New Delhi), gave welcome remarks and ensured support towards this process from both CSE and GIZ. He also highlighted how the CSP process is contributing towards the Swachh Bharat Mission and other programmes such as the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) programme launched by the Govt. of India.
All towns have started the process and have set up their City Sanitation Task Force and have also passed council resolution. Status reports providing baseline information about cities was submitted from 7 cities. In the training participants assessed the status reports.
The main aim of this training was to analyze the available data for various sectors i.e. water supply, solid waste, public toilets, waste water and storm water and to do the gap analysis considering the future population growth of the cities. Apart from the gap analysis of technical sectors, sessions were conducted to do the gap analysis of the support pillars for CSP process like municipal finance and governance for the next steps towards developing CSPs. Finally, participants were asked to prepare a vision for their cities after 30 years. A roadmap was discussed for participants to strengthen the existing status report in given format after the training.
At the end of the training programme Dr. Sunny George, Associate Professor (R.D.), KILA and Mr. K S Abdul Saleem, Dy. Commissioner and Programme Officer, Suchitwa Mission gave their vote of thanks.
