Regional Conclave cum Workshop on Excreta Management Mainstreaming SFD and Decentralised Wastewater Treatment in Urban Sanitation Programme

Regional Conclave on Excreta Management - Mainstreaming Sewage and Septage Flow Diagrams (SFDs) was conducted on June 28, 2016 in Thiruvananthapuram, Kerala. CSE, Water Programme through this sensitization workshop aimed to develop SFD for their cities that are intended to use it as a planning tool to improve or prepare the City Sanitation plan, or to be able to have suitable interventions to improve sanitation situation. .
Background- Under SFD phase-2 GIZ global programme, Water Programme team visited to Thiruvananthapuram, Kerala. This involved sensitization workshop of Shit- Flow Diagram to roll- out the use of SFD as a decision support and advocacy tool with active participants of city stakeholders. Phase 2 of the initiative is based on demand driven approach unlike phase -1 in which the consortium had chosen the cities.
Workshop Programme
The programme was inaugurated by Dr. Vasuki K., IAS, Executive Director, Suchitwa Mission, Kerala followed by address by Dr. Suresh Kumar Rohilla, Programme Director CSE,
It was an honor to have Mr. S.M. Vijayanand, IAS, Chief Secretary to Government of Kerala as chief guest, addressed the participants with his encouraging words and appealed the participants to develop or include the SFD tool in the City Sanitation Plan to attain city wide sanitation. Mr Vijayananad, suggested to use the word Septage or Excreta term instead of Shit in Flow Diagram. He addressed that in Kerala based on his view and experience of mindset of the people of Kerala the term Shit will not be able to accept widely by people and may lose interest on awareness. Further he talked about the decentralization of Municipal administration, talking about the consent of 74 CAA, he clinched that water and sanitation is a local issue and should be dealt by Municipality.
The Participants involved official from ULBs, Kerala, Telangana, district officers involved in preparation of CSP, CSE-GIZ coordinators from Telanga, Andhra Pradesh and Kerala. This included total 52 participants, 11 from Telangana, and 41 from Kerala and CSE-GIZ co-coordinators.
The 1st day of the workshop was to introduce SFDs, their usage as a tool to understand the excreta flow through the city. This included how to read the SFD by using already existing prepared 11 cities SFD by CSE. Excreta flow diagram is used to analyze the sanitation programming, where we introduced ready to use tools for city authorities and helpdesk support to promote ‘Do it yourself SFDs’.- sfdhelpdesk@cseinidia.org. The Participants had mixed reaction on accepting the SFDs as a tool for advocacy. Few participants showed utter interest for SFDs whereas few participants showed lack of interest on planning approach on sanitation and wished for ready to install technology to attain 100% sanitation without consideration of the requirement.
The 2nd day of the workshop was ‘Planning and Designing of On-Site Sanitation Systems’ (29th June, 2016). The focus of the workshop was on understanding potential of sustainable and affordable decentralised wastewater treatment (DWWT) systems for local reuse. The workshop provided hands on experience in planning and designing of ideal septic tanks as per the IS codes and decentralised wastewater treatment systems. The aim of the workshop was to create awareness and bring about a mindset change in the area of water management and to designing decentralised wastewater treatment and reuse/recycle of wastewater as an integral part of sustainable water management. What came out of clear from the workshop is that the ULBs are accepting and ready to take the decentralized wastewater management approach in order to reduce cost of establishing the conveyance system, Operation & Maintenance and infrastructure as compared to the conventional wastewater treatment system.

Target Audience:
Target group is of mid level engineers/sanitary inspectors/ managers from ULBs, Water Supply and Sewerage Boards, PHED, UITs from Kerala, Andhra Pradesh and Telangana.

Way Forward/ Action Plan
Under SFD phase-2 promotion initiative, CSE water programme will engage with 2-3 urban local bodies to provide infield support to ULBS to develop an SFD (Excreta Flow diagram) for their respective city to be included in City Sanitation Plan. In providing the in-field support the SFD team will visit the city and stay in the city from 10- 15 days, engaging city stakeholders to map the excreta and wastewater flow within the city in the value chain, which includes to collect the data and existing policies, by- laws of ULBs, state wide regulations on septage to prepare SFD report.
