Survey of CEMS Implementation in India

The CEMS installation target has been achieved significantly but implementation is still a challenge. To identify and learn the problems faced by stakeholders at different stages of implementing CEMS like selection, installation, operation & maintenance, data transmission, inspection and compliance check a survey of different industries in two sample states - Karnataka and Madhya Pradesh has been carried out by CSE along with their respective SPCBs. The survey was carried out during the months of June and July. The findings of this survey will help us understand the situation at ground level and work accordingly for better implementation. 

Objective of the survey: Survey is intended to know the present status of CEMS installation in 17 categories of industries and common pollution treatment facilities in the state. Through survey of plants, we plan to understand and assess the following:

  1. Location and correct installation of air and water CEMS device 

  2. Kind of technologies are installed in particular plant

  3. Process and frequency of calibration and maintenance

  4. Operational status- Consistency in monitoring and data supply

  5. Key issues and challenges

  6. Skills and capacity available and needed

  7. Priority requirements needed for successful implementation of CEMS

Survey procedure

CSE has engaged with two states pollution control boards namely Karnataka State Pollution Control Board (KSPCB) and Madhya Pradesh Pollution Control Board (MPPCB) to carry survey of implementation status of CEMS in their respective states. 

Modality
A representative sample of around 10-15 plants, including larger and smaller ones, across key sectors- power, cement, refinery, steel, paper etc. were chosen for the survey. To collect information, a brief questionnaire was prepared which was shared with plants to collect required information. The survey was covered in 1-2 visits, each for 3-5 days. 

Team
The survey was carried out by the Environmental Governance-Industry Team of CSE. The CSE team comprises of Mr. Sanjeev Kumar Kanchan, Deputy Programme Manager and Ms. Kanika Bahel, Research Associate. The CSE representative(s) was accompanied by an appointed SPCB official(s) during the visits.
