Training on Septage Management: Towards City Wide Sanitation at Delhi

‘Septage’ is both solid and liquid waste that accumulates in onsite sanitation systems (OSS) e.g. septic tanks. This has three main components – scum, effluent and sludge. It has an offensive odour, appearance and contains significant levels of grease, grit, hair, debris and pathogenic micro organisms. The construction and management of OSS are left largely to ineffective local practices and there is lack of holistic septage management practices.

Projections of urbanization trends points towards more numbers of households that are going to install septic tanks. This would magnify the existing problems in the Indian town and cities. The limited capacities and resources of urban local bodies (ULBs) have resulted in minimal regulation and maintenance of these systems. Due to lack of awareness of its impacts on environmental degradation and ill-effects on health it has not been a priority area.

Several policies, acts and rules have been notified by Ministry of Environment and Forests, Government of India to protect environment – The Water (Prevention and Control of Pollution) Act (1974), Environment Protection Act 1986), Environment Impact Assessment Rules (2006) and Municipal Solid Waste Rules (2010) to protect environment and public health to address the issue.

A survey undertaken by the Ministry of Urban Development in 2009 of 423 cities of different categories highlighted the need for an urgent action and improvement in terms of improving sanitation to make town /cities healthy and clean (Results of National Rating for cities). Further in order to address the issue in a time bound manner the ministry also issued an advisory to all ULBs based on a policy paper on Septage Management prepared by CSE

The ministry acknowledges the lack of skilled man power in urban local bodies and has developed a 'Capacity Building Scheme for Urban Local Bodies’ (CBULB) to develop knowledge, skills and attitude of city officials for the mainstreaming the reforms and best management practices through workshops, seminar, training, exposure visits.

Aim: Capacity enhancement of city officials on city wide sanitation including septage management.

Objectives:
• Improved understanding on septage management for achieving city wide sanitation
• Sensitization on preparation of City Sanitation Plans
• Develop skills to plan, design and implement - septage collection and treatment system including decentralised wastewater treatment and local (re)use
• Awareness on potential and benefits of city wide sanitation for overall urban environmental sustainability and improved public health.
• Update on existing and upcoming policies/guidelines on septage management and the way forward.

Target Groups: Main target group for this training is mid level engineers/sanitary inspectors/ managers from ULBs, Water Supply and Sewerage Boards, PHED, UITs and officials of Project Implementation Units (PIU) or Project Management Units (PMU).

Participation of faculty/trainer/researcher from the Regional Centre for Urban and Environmental Studies; other Centre of Excellence of Ministry and officials from – TCPO, NIUA, CPWD, NCR Planning Board and HUDCO is encouraged by the Ministry to take benefit from the training programme.
