Training Programme on Designing Onsite Sanitation Systems

Aim
To develop the skills of workers in designing ideal onsite sanitation systems as per BIS code for safe management of excreta at the containment stage of the sanitation chain

Learning Objectives

Background
Centre for Science and Environment (CSE) entered into a partnership with Department of Urban Development (DoUD), Government of Uttar Pradesh to ‘Support foreffective Septage Management in Uttar Pradesh’ in January 2018. CSE shall support state functionaries and ULBs plan and implement reforms for achieving effective septage management and city wide sanitation by facilitating the convergence of various national and state policies, plans, programmes and project implementation showcasing improvements across the urban sanitation value chain – containment, emptying, disposal, treatment and reuse/recycle, together with river pollution abatement.

CSE has set-up a Programme Support Unit (PSU) in Lucknow and Technical Support Units (TSU) in Bijnor and Chunar city to support facilitate and handhold state and city-level agencies in planning, creating operating guidelines and enabling frameworks, as well as designing and executing Faecal Sludge and Septage Management (FSSM) practices in cities across the state of Uttar Pradesh.

CSE is committed to build capacities of state officials, decision makers and other stakeholders involved in the implementation of city, state and national level sanitation programme. This would include conducting field exposure visits for state-level officials to explore good management practices.

Most cities and towns in India do not have underground sewerage systems. These urban areas resort to on-plot systems of sanitation, generally with a pit latrine or a septic tank. In practice, the septic tanks and twin-pit latrines are not constructed according to the Indian Standard (IS) codes and, hence, the efficiency of the system is not up to the mark. This also affects the emptying frequency and quality of effluent and septage recovered from these tanks. These systems are generally constructed by local masons, and the design isbased on the inherited knowledge, space available and the financial status of the user. The masons often create bigger systems than required. Often, the bottom of the tanks is not lined, to decrease the frequency of emptying.

As Chunar is soon going to enforce the new proposedFSSM Bye-Laws, which clearly states that the onsite systems should be designed according to the IS codes and failing to do the same would be a punishable offence. Hence there is a need to improve the skills of the masons involved in constructing these systems. Therefore, CSE in collaboration Chunar Nagar Palika Parishad is introducing a state-of-the-art training programme for all the masons in the business of construction of containment systems in the Chunar area.

Participants after successful completion of the training will be given certificates and will be recognised by Palika Parishad as a trained mason to construct containment systems.

Target participants:-
Contractors and masons involved in construction business in Chunar city. Selection of participants is based on scrutinizing their profession

Logistics:-
Daily allowance will be provided to Masons,based on CSE’s administration policy.
