The Urban Development Department (UDD), Govt. of Uttar Pradesh and Centre for Science and Enivronment have signed an MoU, committing towards effective faecal sludge management in the state.
CSE will support state functionaries and ULBs’ to plan and implement reforms for achieving effective septage management and city wide sanitation by facilitating the convergence of various national and state policies, plans, programmes and project implementation showcasing improvements across the urban sanitation value chain – containment, emptying, disposal, treatment and reuse /recycle, together with river pollution abatement.
The partnership will include CSE support at state and city level to build capacities of relevant officials/decision makers in the implementation of city, state and national-level sanitation programmes, such as AMRUT, Smart Cities, Namami Gange, Swachh Bharat Mission (SBM), Hriday and National Urban Livelihoods Mission (NULM). The centre will also help build capacities of ULB officials, elected representatives as well as other stakeholders, including masons, plumbers, de-sludgers, consultants, NGOs, etc.,on improved planning, designing and implementation of CSP sanitation strategies. This includes exposure visits to explore good management practices.
To ensure convergence and holistic planning, efforts will be made to set up a Programme Management Unit (PMU) in Lucknow for state level interventions and a Technical Support Unit (TSU) in select cities for targeted interventions at city level. This partnership highlights the commitment of the State to strategically address the issue of urban sanitation with great urgency.
