Centre for Science and Environment (CSE) in partnership of Swachh Bharat Mission (SBM), Ministry of Urban Development and National Mission for Clean Ganga (NMCG), Ministry of Water Resources for River Development and Ganga Rejuvenation, Government of India are converging and are supporting the “Capacity Building Initiative on Citywide Sanitation for Urban Local Bodies (ULBs) in the Ganga Basin”. The programme was launched in a workshop in April, 2016 and has already conducted the Sensitisation workshop cum Regional conclave on handholding support for preparation of city sanitation plan and effective septage and faecal sludge management targeting all Mayors/Commissioners/Chairperson of select cities and towns from the Ganga Basin states.
The MoUD has extended its support to 29 cities/towns so that they can become flagship towns for faecal sludge management in India, where CSE will help the select towns/cities in capacity building for FSM (DO: MD-SBM/AA/62/2016 from JS & MD SBM MoUD dt. 30th May 2016- read more). In addition, the NMCG has directed Ganga basin states to plan for city-wide sanitation including non-sewered areas and identification for effective wastewater/septage management through capacity building of ULBs (Sectt.01/2014-15/519/NMCG JS & MD NMCG dated: 10th July, 2016- read more). The initiative aims to converge SBM, AMRUT and ODF cities programme other one umbrella- “Namami Gange”.
Taking the above into account, CSE has taken the initiative to handhold Ganga basin towns/cities for the preparation of city sanitation plans with a focus on effective septage/faecal sludge management. The programme is centred around a five stage training programme with the aim to capacitate key state and non state actors in preparation of city owned and implementable CSPs.
Following the first handholding training, CSE is now organising the second handholding training programme on Preparation of City Sanitation Plan- City’s Journey Beyond ODF – Part II.

At this stage the above cities have now formed their City Sanitation Task Force (CSTF), have created their SFDs and have also collected data from various sectors (water supply, sewerage/septage, storm water, solid waste and access to toilets) to compile a status report.
The objective of this current training is to conduct a demand supply gap analysis based on collected data and henceforth identify, formulate and prioritise key issues of the city to implement an effective action plan.
Objectives To review CSTF formation /meetings and assess compiled status reports of cities.

For maintaining continuity we expect the state / municipal functionaries (municipal commissioner / senior officials) who participated in training (part 1) to attend the forthcoming training and national exposure visit.
Target Group: All Mayor , Municipal Commissioner /Senior Official (Alumni) of target cities and State Special Secretary / Nodal Officer
*Nominated city officials are required to attend all three handholding trainings including national/international field exposure visit.
