6.3 Formulation of Key Issues

Now it is time to put all the pieces of the puzzle together.

1. Open the “Citywide Issues” and select a sector to work on.

2. Re-formulate and refine the issue by combining the issue and implication together. For e.g.

• Issue: Inadequate coverage of piped water supply is resulting into higher reliance of households on hand pumps and individual submersible pumps.
• Implication: This leads to the unplanned and uncontrolled extraction of ground water resources resulting in limited access to clean water and consequent health risks.

3. Now this key issue needs to be supported by a rationale which is listed in the same excel. Hence the final output would result in:

• Due to the limited financial resources of city X, challenges in terms of expanding the water supply network and infrastructure seems to be major concern.
• Limited financial resources at household level also result in lack of piped connections, and thereby reliance on private submersible pumps.
• In addition, industrial discharge coupled with the insanitary locations of public water taps and hand pumps is resulting in water being unsafe for consumption, thereby resulting in potential health hazards.
